During Clinton Administration, the U.S. had more peace and economic well being then ever recorded in it's history. He was the first Democratic president since FDR, to win a second term in office. He could point to the lowest unemployment rate in modern times, the lowest inflation in 30 years, the highest home ownership in the country's history, dropping crime rates in many places, and reduced welfare rolls.

Healthcare~
During the 1992 election against George Bush, Sn. he centered his campaign around his new healthcare reform plan. He believed that Healthcare needed to be reformed because the US didn't have any universal healthcare. So here's some key points that he included in it.
~ Required each US citizen and permanent resident alien to become enrolled in a qualified health plan and forbid their disenrollment until covered by another plan.
~ Listed minimum coverages and maximum, annual, out-of-pocket expenses for each plan.
~ Proposed the establishment of corporate "regional alliances" of health providers to be subject to a fee-for-service schedule.
~ People below a certain, set, income level did not need to pay anything
~ Listed funding that needs to be sent to the states for the administration of this plan, beginning at $13.5 billion in 1993 and reaching $38.3 billion in 2003.


Medicare~
The Clinton Administration made some big changes in medicare 1997, it was the most significant change since 1965. He changed it based on the principal that it doesn't meet "uniform national performance standards". Here are some of the new rules:
~ Health plans are not be allowed to discourage sick people from enrolling.
~ Health plans are not allowed to deny Medicare beneficiaries coverage because of physical or mental illness, genetics, disability, or prior use of medical care.
~ Health plans must protect the confidentiality of medical records, and are not allowed sell their members' names and addresses for any purpose, even for research.
~ A Medicare beneficiary enrolled in an health maintenance organization or other private health plan cannot be charged more than $50.00 for services in a hospital emergency room.

~ Hospital patients who believe they are too sick to go home may challenge a hospital's decision to discharge them and may remain in the hospital at no cost to themselves until their cases have been reviewed.
~ If a health plan cancels or refuses to sign a contract with a doctor, it must explain the reasons why. A doctor can appeal the decision and demand a hearing.


Al Gore

Al Gore was Clinton's Vice President. It is said that "Al Gore revolutionized the way vice presidents are made." He joined Clinton's administration as Clinton's running mate in the 1992 election, after clashing with the Bush Administration over Global Warming. He was particularly interested in "waste, fraud, and abuse in the federal government and advocated trimming the size of the bureaucracy and the number of regulations." He was involved in:
~ Economic success was partly due to Gore's involvement as "Atari Democrat"
~ National Information Infrastructure (aka High Performance Computing and Communications Act of 1991) - it was an advanced, seamless, web of public and private communications networks, interactive services, interoperable hardware and software, computers, databases, and consumer electronics to put vast amounts of information at users' fingertips.
